BC Safety Authority (BCSA)

An independent self-funded organization with head office located in the City of New Westminster. BCSA was established in 2004 and has the responsibilities of ensuring work done by contractors for Gas, Boilers, Elevating Devices and Electrical installations follow relevant safety codes and standards in BC.

A Contractor must be represented by a tradesperson who has certification as a Field Safety Representative (FSR). This qualification is granted through an examination process. The tradesperson acquired the working experience through training monitored by the Industry Training Authority (ITA).

BCSA oversees activities of inspections, examinations and certification of FSR for gas, electrical, boilers and elevating devices as well as preparing, revising and presenting for legislative approval of:

Safety Standards General Regulation

Safety Regulation for Electrical, Gas, Boiler and/or Elevating Devices.

 

Electrical Inspectors

BCSA Electrical Inspectors are now referred to as BCSA Electrical Safety Officers, the Provincial Electrical Chief Inspector becomes Provincial Electrical Safety Manager whose office is located in the City of Nanaimo. Municipal Electrical Inspectors are now called Local Electrical Safety Officers while the Municipal Chief Electrical Inspectors are now Local Electrical Safety Managers.

BCSA Inspection Areas

Safety Officers may be reached by telephone daily from 8.30 a.m. to 9.30 a.m. only, except for those days they are visiting in outlying areas.

Request for inspection may be made by telephone. Allow 72 hours for inspections to be carried out unless a cover date is given by the inspection office staff over the telephone., A “Contractor Declaration and Authorization Form” (CAF) must be submitted for Final Inspection.

Municipal Inspection Areas

Local Safety Officers may have different phone-in time schedules for contractors or homeowners, refer to the municipal office for area where the inspection is requested. This information should be available on that Municipal website. Most municipal electrical inspection offices accept CAF for final, however, the requirement may be different among municipalities.
