A Field Safety Representative (FSR) is required to represent a contractor in respect to electrical code matters and is authorized to sign a Contractor Declaration & Authorization to certify the installation done under an Installation Permit complies with the Codes and Regulations. If a contractor does not hold a Certificate of Qualification (C of Q) as a FSR, the contractor must hire a qualified FSR to act as the contractor’s representative.
Duties of a FSR
The duty of a FSR is specified in the Safety Standards Act and Regulation, a FSR is required to:
- ensure regulated work complies with all requirements under the Act,
- request inspections required under the Act
- sign a declaration if required and permitted to do so
- represent one contractor at any one time
- demonstrate up to date code knowledge
- disclose any work that creates a risk of personal injury or property damage.
Types of FSR Certificate of Qualifition
A certified electrician who holds a Trades Qualification (TQ) or Interprovincial Certificate (IP) is required to fulfill additional requirements before eligible to apply for the FSR Certification of Qualification examination.
BCSA administers the Certification program and to set guidelines for examination, one of the requirements is to complete an electrical code course before applying for examination. The electrical code courses are traditionally offered by school districts and colleges throughout the province. There are three (3) classes of regular FSR qualifications plus a number of restricted categories for some specialized areas. The scope of Class A, B and C are listed below:
- Class A: no restriction to do electrical work unless is limited by other government regulation,
- Class B: for installations up to maximum of 750 volts without current limitation,
- Class C: for installations up to 200 Amperes 120/240 volts solidly grounded neutral system
A number of “Restricted FSR Certificate of Qualification” for installations dealing with limited scope of work such as: refrigeration, appliance mechanic, low energy systems, security alarm, etc.
